Panasonic/Sony Best common 18650 Cells for money

I have been looking for the best price 18650 Cells that suit my application.

Given the demand for Higher Peak Current from Less Cells,
There should be savings in choosing lower Peak Current Capacities where the application permits.

What other Quality 18650 size cells should I be looking at for only 1/12th Capacity Discharge?
Out of the Lower Capacity cells, which are the most common and cheaply available for +1000 Pieces?

When I say best Common 18650 Cell for money,
This starts with choosing the best cell for application.

If like me, you have never used Lithium Cells, finding the right cell without knowing what is available is a lengthy process.
The above layout of Cells from lower to higher Max Discharge Current has helped a bit in understand.

If you have suggestions I would be happy to add them in "Max Discharge Current" order for reference.
