So my dad and I are building a new little shed in our garden, and my plan was to put a little solar panel on the roof so i could charge a little pack of 18650's of it. I looked online what a proper method of charging and discharging would be, I found a lithium solar charger working on 12.6v (3s) but i also wanted to balance charge the cells, which the charger doesn't support. So i thought of a bms to balance charge, but i found out that not every bms does that. I currently have 40 cells from laptop batteries, and don't really want to go bigger.I am a bit new to this so could someone help me out?

If you're just powering LED's in the shed, then 3s would probably be ok. 4s would be better if you want to power anything with larger loads.

Powering a small shed is a great start! :)

So i looked online and saw these two:

&
https://www.amazon.de/dp/B01DY2BJ6E...SPX5X4V3XFX5T0640&ie=UTF8&qid=1503068010&sr=2
Are these any good for my project? (these are german sites since i live in Holland, and I need to pay inport fees for products from america(I can also order from amazon.co.uk)).

They both work just fine. They are simple and would work for a first start. PWM chargers are a bit more inefficient compare to MPPT but on the other hand cheap to buy. And as long as voltage on panels are close to battery they perform decent.

can i also use both, so the bms balance charges the batteries and the solar charge controller gives power to the bms?

Yes. The BMS will or should take care of balancing and over/under voltage protection. The PWM charge controller charges the battery.
